AUSTIN, Texas — The University Interscholastic League has announced that Richard Kilgore, Superintendent of Bruceville-Eddy ISD, has been elected Chair of the UIL Legislative Council.
Now in his 39th year in education, Kilgore has served as superintendent at Bruceville-Eddy ISD for 19 years and has been a member of the UIL Legislative Council for 14 years. He currently represents Conference 2A, Region III, and previously served as a Conference 3A representative. Kilgore serves on both the Athletic and Finance Committees of the UIL Legislative Council.
“I look forward to working with the UIL in this new leadership role,” Kilgore said. “The UIL is the best organization of its kind in the country. UIL leadership and staff work with such integrity and passion as they go about their jobs serving the students of the great state of Texas. It is just exciting to be a part of that.”

The UIL Legislative Council is the rule-making body for the University Interscholastic League. Composed of 32 public school administrators, the Council includes 24 members elected by school superintendents, with a representative from each of the six conferences in each of the four geographical regions of the state. The chair of the Council appoints an additional eight members from schools across the state. Each year, the Legislative Council elects from its membership a chair, vice chair, and second vice chair to serve until the end of the next annual meeting.
