NFHS Allows for Colored-Panel Volleyballs

As volleyball season approaches, coaches and players should be aware of a new rule change. Last year, Rule 3-2-1 of National Federation of High School rules for volleyball allowed state associations to choose the color of the competition ball. This new rule to allow colored-panel volleyballs takes affect at the beginning of 2011 season for Texas schools.
The ball cannot have more than three colors, and one-third of the ball must be white. Each panel must be a solid color. School districts will be allowed to choose the color for the panels. By rule the home team shall provide the game balls for competitions. The UIL regional and state tournament competitions will utilize the red, white and blue colored-panel ball.

The mandatory softball pitching distance change from 40 feet to 43 feet had a significant impact on the 2011 State Softball Tournament. Many speculated the change would result in more balls being put into play thus involving the defense more.
Based on the scores from the tournament, we did not have the typical 1-0, 2-1 games as in the 2010 State Tournament. Several games were high scoring and quite exciting.

Lindale High School journalism teacher Mikyela Tedder’s approach to coaching UIL journalism has always been based around creating a team. So it seemed quite natural that when UIL started giving a journalism team award in 2003, Tedder wanted it.
And she got it. Along with five others in the eight years since then, making her the coach with the most team wins in journalism.

The new UIL Deputy Director, Dr. Jamey Harrison, has a long history of being involved with League activities.
“I’ve always had a strong connection with the UIL,” Dr. Harrison said. “I’ve served on the Legislative Council when I was a superintendent. When I was a student, I participated in all three types of UIL events, athletics, academics and music. It led to my career choice to teach and coach at the beginning of my career.”
While attending Hardin-Jefferson High School, Dr. Harrison competed for and won a state title in basketball.
“My best memory of UIL competition was the opportunity I had to win the state basketball championship at the Frank Erwin Center,” Dr. Harrison said. “The teammates I was able to share that experience with are still some of my best friends to this day.”

Two New Pieces of Legislation Passed
By Stephanie Ramirez, Communications Officer | Tuesday, July 19, 2011 2:37 PM
Two new pieces of legislation that were passed by the 82nd Legislature require action on the part of UIL member schools. Both bills will go in to effect on Sept. 1, 2011 and by reading the information posted on the UIL website, member schools will be more likely to stay in compliance.
Under House Bill 2038, each district will need to appoint or approve a Concussion Oversight Team to establish a return-to-play protocol. The bill states that local Concussion Oversight Teams must adopt the UIL Concussion Management Protocol at the very least but are given the discretion to create a more restrictive protocol. To see further information and House Bill 2038, please go to http://www.uiltexas.org/health/info/concussions.
House Bill 675 relates to the age and reconditioning of football helmets. This bill prohibits schools from using helmets that are older than 16 years and requires that all helmets that are 10 years old or older to be reconditioned at least once every two years. Even though this takes effect Sept. 1, 2011, it does not apply until the beginning of the 2012-2013 school year.
For any questions regarding these two new pieces of legislation, please contact Dr. Jamey Harrison, UIL Deputy Director, or Dr. Mark Cousins, UIL Director of Athletics at the UIL office.

Superintendent Survey Results Posted
By Stephanie Ramirez, Communications Officer | Friday, June 17, 2011 2:10 PM
Twice a year, the UIL surveys its member school superintendents to get their opinions on possible upcoming changes. The latest superintendent survey results were posted to the UIL website today. The Spring 2011 Superintendent Survey focused largely on the number of activities in which our member schools participate each year. The survey results were discussed by the standing committees of the Legislative Council, and it will vote on any possible changes at the annual October meeting. No changes would go in to affect until the 2012-13 school year. To see the full results go to the “recent news” section of the UIL website at www.uiltexas.org .
