- PAPFs/Waivers from the 2025-2026 School Year and Past School Years
- To comply with records retention policies, the UIL staff has already downloaded and archived all PAPFs and Waivers from the previous four school years (2022-2026). School districts are not expected to download these PAPFs unless the decision is made locally to archive these forms.
- Completed PAPFs/Waivers for the 2026-2027 School Year

School districts were encouraged to download all PAPFs and Waivers that were completed in the old system in preparation for the 2026-2027 school year.
If a parent indicates during the PAPF screening process that they have already completed a PAPF in preparation for the 2026-27 school year, the school admins will be notified. Access the students PAPF in the Incoming Students section of Student MGMT and upload the pdf of the student’s completed PAPF in the appropriate location.
If you cannot locate the PAPF, you can send an email to uilportal@uiltexas.org and request a copy of the completed PAPF.
- Pending/In Progress PAPFs/Waivers for the 2026-2027 School Year

Any PAPFs that were initiated but not completed (DEC approved and submitted to UIL) in the prior system will need to be started anew in the UIL Rank One Portal. Please note that PAPFs in Rank One are a parent-initiated process, which means that PAPFs will populate for school administrators only after a parent/guardian has completed the initial phase of the PAPF process.
Students must be uploaded to Rank One before parents can access or submit any forms. Contact support@rankone.com or join one of the live webinars via the link below if your school needs assistance with your student upload process.

- How do we add a waiver to a PAPF?

Unlike the previous portal, the system does NOT automatically add a waiver if needed. Either the school or the DEC Chair will need to add a waiver, if needed.
Even though it may indicate that a waiver is required during the process (and parents will even have to verify and sign that they understand that), no actual waiver application will be added to the form or created until either the school adds the waiver or the DEC Chair approves the PAPF as varsity, pending waiver and adds the waiver.
A school can add a waiver by click on the PAPF > Settings > Add Waiver Application > Choose Waiver to apply > Save
A DEC Chair can add a waiver when the system prompts the level of appoved and they select varsity pending waiver. Once the DEC Chair does that, a screen will pop in that will ask them which waiver should be applied. The system will even suggest which waiver to add based on the form answers, but it is the DEC Chair that will actually add the waiver application.
Once the wavier application is created it will be in the parent's inbox just like the PAPF was originally for them to complete and upload documents. Once they complete and submit, it will be in the school's Wavier Applications area.
