My overall philosophy in judging LD is to rank higher a well rounded speaker who presents communication skills in a way that resolves substantive issues of the debate. Communication skill are important and essential in an LD debate, but if the words are eloquent and without substance for the underlying substantive issue; then nothing has been developed. A top performing LD competitor combines communication skill and substantive issue resolution. That means the performer is speaking at pace slow enough to effectively communicate their resolution to the substantive issues. If the speaker is speaking so quickly that I cannot take in all that is being said, then they will not be able to resolve any substantive issues.
